Who We Are
Toledo City Water District (TCWD) is a Government Owned & Controlled Corporation (GOCC) created on September 15, 1980 by virtue of the Toledo City Sangguniang Panlungsod Resolution No. 5, pursuant to the provisions of Presidential Decree 198 authorizing the formation of local water districts and providing for the government and administration of such districts.
Consequently, the Local Water Utilities Administration (LWUA) issued the Certificate of Conformance No. 195 on April 20, 1982. However, the newly established water system was not able to operate as a Water District after its creation for unknown reasons and continued to operate under the management of the Toledo City Waterworks of the local government.
However, the Technical Advisory Committee of the Toledo City Development Council later on conducted a study in 2000 in terms of the operation & performance of the Waterworks System managed by the local government. The results of the study led to the recommendation to reactivate the Toledo City Water District to manage the water system operation in a private-like manner to make it more technically efficient, financially viable, and institutionally sustainable.
In October 15, 2001, TCWD was reactivated thru Sangguniang Panlungsod Resolution No. 2001-80 and transferred all the existing water system facilities, installations and obligations integral to the waterworks operations to the district. TCWD finally took over full operation of the defunct Toledo Waterworks System on April 2, 2002. TCWD is Category B based on the current Local Water District (LWD) Categorization of the Local Water Utilities Administration (LWUA).

Our Leaders

Ms. Delina L. Delos Reyes
Finance Services Manager
As the head of the Finance Department, Ms. Delos Reyes directs all the Finance and Accounting functions of the agency such as investments, general ledger, accounts payable, payroll, budgeting, financial analysis, and reporting of the company.
She graduated with a bachelor’s degree in Commerce major in Accounting from the University of San Agustin in Iloilo City and completed her master’s degree in Public Administration from Southwestern University.
Before joining TCWD, she held various roles in the Land Bank of the Philippines as a Certified Public Accountant and eventually as Division Chief until her transfer to TCWD. She is also an active member of a civic organization called Lectors & Psalmists Ministry- Saint Vincent Ferrer Catholic Parish in Bato, Toledo City.

Engr. Mary Desiree A. Cabante - Gottwald
Commercial Services Manager
Engr. Mary Desiree A. Cabante-Gottwald is presently the head of the Commercial Services Department of TCWD. Her responsibilities include the accurate management of customer records, promotion of customer care programs, implementation of policies and guidelines on the handling of billing, meter reading, and servicing, and establishment of policies for the protection of the agency against acts of pilferage.
As a licensed civil engineer and a certified Master Plumber, she possesses significant experience in various civil works. Before joining TCWD, she worked under the Department of Public Works and Highways (DPWH) as Civil Engineering Aide until her transfer to TCWD as a Water Resource Facilities Technician last 2013.
Engr. Cabante-Gottwald completed her bachelor’s degree in civil engineering from the University of Cebu and took her master’s degree in Public Administration from Southwestern University. She is also an active member of the Philippine Institute of Civil Engineers and the National Master Plumbers Association of the Philippines.

Engr. Ariel M. Abella
Engineering and Operations Manager
Engr. Ariel M. Abella is the Engineering and Operations Manager of TCWD. He is responsible for ensuring that there is a steady and reliable supply of water in the entire service area, oversees the efficient maintenance of pumps and water quality in accordance with the standards set by the Philippine National Standards for Drinking Water (PNSDW), and develops programs for extension, expansion, and improvement of the water supply system of TCWD.
He is an active member of the Truly Rich Club. Before joining TCWD, he was part of the engineering team of the Department of Public Works and Highways (DPWH).
Engr. Abella is a licensed civil engineer from Cebu Institute of Technology. He also took master’s units in Public Administration from the University of the Visayas – Toledo Branch.

Mandates
The mandates of TCWD as briefly defined in the amendment proclamation are:

Supply adequate, reliable, and clean drinking water for Toledo City and component barangays

Meet the water supply demand of the city and component barangays, shall lay distribution lines and generally shall undertake water related works such as maintenance, rehabilitation, and expansion

Administer, rehabilitate, and control the smooth operation and maintenance of the water supply system

Provide efficient and effective sanitation and sludge disposal service for Toledo City and component barangays
